Help me name a tv show from the 90s. It was about a highschool kid w/blonde hair. It's not save

This kid was either in junior high or highschool, I'm not really sure which. He had blonde hair. The principal would always call him into his office cause he'd get in trouble or something. Basically, the premise of the show was that he could always find a way to get out of a messy situation. He was the narrator. He would look into the camera and talk. I think he had a mean little sister. That part I'm not too sure about. Please help me, I used to love this show! I think it was on NBC on saturday mornings like Saved by the Bell. I also think that the name of the show started with the letter "S", or maybe just his name did.



I'm very sure it wasn't on Nickelodeon because I've gone through the whole list of Nick shows inthe 90s.

one that I remember that was narrated was the wonder years but the kid wasn't a blonde.

N B C network put out a Saturday Morning show called SHIRLEY. In fact Shirley was the star - getting into and out of trouble. It had a cult following in the 90s and was repeated many times in 2003 2004 and 2005. The American writers, Bruce and Almond based their show on a long running school series in he U K, entitled PLEASE SIR. This in turn was sold to the U S of A and that too had a cult following. First shown in the U K in the 1970s.
