Name of old TV show? 89-90?

This is driving me crazy. It was a very teenie bopper type show, the narrator/star was a guy with dark blonde hair gelled, and slicked down flat. He had an annoying evil little sister who was always out to get him in trouble. He had a best friend with dark hair, who always poofed up his hair in that 21 jumpstreet type way. The main thing I remember is that the guys would say "Synchronize your Swatches!" . The show was named for the main character.

Sorry, I know this is really vague, I am just hoping this will strike a chord with someone out there, before I lose my mind.
